I installed the boinc and cant tell if it is running my cpu reads 1% With the old seti I use close to 100%. Been running it for 4 hours and can't tell anything

The idea is to turn off the old seti program. BOINC replaces it. If you still have the old one running, either they will fight over CPU cycles and both will be slowed down considerably or one will win over the other which is what appears to be happening in your case for some reason. If BOINC is running, you will see the progress indicator change on the 'Work' tab of the GUI.

Do you have the work while user is active option set to no?
