That is the message displayed in BOINC 3.19 when trying to run Seti.

As soon as I click on BOINC's, File/Run based on preferences option, the statement shows up in the Message Tab. If I want BOINC to start crunching, I have to click on File/Run Always. Anybody know why I would get that message? It's a pain because, if the PC reboots, crunching doesn't automatically start.

You likely have your general preferences set to suspend seti if your computer is doing anything else ("user is active" would indicate this option) or to only work during certain hours or one of the other limiting options. You can change this online in "your account", and under the general preferences link. After a change, you have to update your preference back in the boinc software.
