If there is a way to have BOINC start automatically when the PC boots up, I would be very grateful if someone could tell me how to do that.

Reinstall the program as a service. You are given this option at the beginning of the install.

just drag the boinic icon(the .exe) to start>programs>startup and drop it there then it will start everytime windows starts

In this case, it will start every time that you log on, there is a difference between logon time and startup time.
