The disk space setting is a maximum useage limit. It doesn't tell the client that it should use that much. I presume you're trying to get a larger WU cache... The cache size is determined by the time preferences... "Keep enough work to last between..." This along with your computer's benchmarks, and each projects estimate of WU length, determines whether to download more WUs to the cache.
Also, it's not a good idea to set your cache too large, as that will delay getting new crucher apps if the project updates their apps, or if a project's database crashes, it's possible that you'll be stuck cruching a bunch of WUs that will just have to be discarded. (This has just happened with both S@H and P@H this week.)
That disk usage is moreless for the future, BOINC suports not only distributed computing but also distributed storing of large amount of data and in that case space quota on your harddrive comes more important.
