Install in c:\BOINC rather than c:\Program Files\BOINC. The later directory is restricted, I believe that the former is not.

The BOINC data files should probably not be put under documents and settings as these are global files. They should, however, be placeable someplace other than Program Files. Currently the only way to do that is to install someplace other than Program Files.
