How about allowing the local client to store some user-preferences locally, such as:

"Disable network access" - there are times, when a PC might shutdown and then restart (local power failure, f'rinstance) - so allowing the client to "remember" that the "Disable network access" preference had been selected, then saves time having to re-set it once the client restarts.
