I am attached to 2 projects, but only one will run at a time. How can I get both to run at the same time. Is it based on preferences or is it controlled by bench marks thru boinc

With your CPU you can only run them one at a time. When you have multiple CPUs or a Hyperthreading CPU, you can run two WUs at the same time. That might be one WU of the one project and one of the other.

BOINC does timeslicing by the hour in order to avoid processing losses due to task switching. If you have two projects set up with the same resource share, they will in general run for an hour each. Exception is if one of the results ends up in deadline trouble. In that case, the host will start running results in Earliest Deadline First until it is out of trouble.
