I'm getting this at the top of my account and help desk page. I have cookies enabled.

Short answer - it has nothing to do with your PC or browser. Long answer - a PHP script generates and sends a set of headers (instructions to the browser and information on what's being sent) before sending the HTML that you see (the webpage). If a script has already sent the headers and has begun sending HTML, and it then tries to send more headers, it will fail with the error you see.
