boinc completly ignores all proxy settings ans uses the env-var call "HTTP_PROXY" instead. (BIIGG MISTAKE)
if this is set on your user account boinc won#t connect even if you disable the proxy-settings.

try this :

close boinc-manager (also in systray)

open controlpanel => system => environment
rename envvar HTTP_PROXY to whatever you want.

open commandline
type "net stop boinc" to stop boinc-service
type "net start boinc" to start boinc service

start boinc-manager
choose your computer
"file => select computer => localhost"

open project wizard and attach to seti at home
