From the Seti driver page.

Eliminating the Appliction Not Responding message when shutting down Windows 95, 98, and ME:
Download and unzip into your windows directory the file Default.zip to instruct Windows to close the SETI CLI when exiting. You may need to reboot after to activate this change. Note this windows patch doesn't always work with Windows 98 original edition. The file you are unzipping is called _Default.PIF and contains the information to tell Windows to honor application close instructions. It only impacts 16 bit (DOS) and 32 bit console applications.

Errhm? Just click on the link and you'll be prompted to download that file? I did it and it works (the download itself).
