I am wanting to be able to save localized prefrences, like Disable BOINC network access, etc.. on the local machine.
Each time I have a reboot, it forgets that I have changes some settings, I usually have always run, as well as disable network. when there is a reboot, BOINC will over-ride my internet setting and dial up, once connected, it won't disconnect...
I think it could be set via the ini file.

This is one of my pet peeves, too. I'd like to have control of my settings
on the computer actually running the client, rather than having to go thru
the fuss of enabling cookies, looking up that ridiculously long (and
apparently unchangable) user ID number, and then logging on to some web site
somewhere. Not only would it be much more convenient to have local control of
your settings, but then you could also use different settings for each computer
you're running the client on.
