Where is processing time (CPU seconds or minutes) listed in the xml-like state.sah file?

Progress is easy to find - no problem there - it is clearly labeled.

Is there a key/legend out there explaining the format/meaning of each of the lines in the state.sah file? This might be helpful to the folks that are trying to build add-ons for the command line versions (Unix/Linux & OS X)

In the client_state.xml, look for the section active task list.
