if i click the "i also have this question" i just get that message even though i havent rated that post before

That message will be changed soon. The real reason is that the feature was recently misused and has now been limited to be used by people with more than a recent average of 5 CS only.

ok thanks, i thought perhaps it was my ISP's transparent proxy as i often visit sites that say iam banned/voted before because the admin banned the proxy IP (REMOTE_ADDR) and not the real IP (HTTP_X_FORWARDED_FOR)
