Hi, after trying to get new work due to the power outages at berkeley, my queue on boinc is saying that it has deferred communication with the server for 5 weeks+ !!!!!!!!! Does anybody know how to reset the queue so that I can upload and download straight away ?

Just do it manually.
What's your client version?
For 4.1x: goto projects tab, rightclick on project, chose update.
for 4.2x: goto projects tab, click on update project on the left blue ugly bar.

A good manual for Boinc is Paul D. Bucks BOINC Powered Projects Documentation and his FAQ therein.

A good way to avoid the problem in the future is to join a couple of other BOINC projects. There is a list of currently available projects at http://boinc.ssl.berkeley.edu.
