After following the directions, I'm still unable to open the boinc version of seti@Home. Suggestions on what to do? After chmod +x the application, I can't do anything to the program either in the GUI or in terminal. Where can I get more info on how to make this work?

Try checking out the BOINC/MAC help page at http://boinc.berkeley.edu/client_mac.php. If you already did, sorry.

If you are using Safari, there's a prob with that download. You could try downloading it again to see what happens.
