AMD 64s are pretty nice processors. If I were you, I'd get a Socket 939 processor. I read that the AMD 64 3200+ Socket 939 CPU has a heat loss of only 8 watts! They perform well for just about anything, but Microsoft is slow in supporting them, so don't expect any 64-bit apps from them. But Linux already supports 64-bit processors.

The AMD 64 is not 64 bit in the FPU, that is where the processing for Seti is done. It IS 64 bit in the IPU so things do run faster but not that much faster!
I have an AMD 64 3200+ and I am doing Boinc units in about 2 1/2 hours. I do Classic units in just under 2 hours.
IMO you are fine where you are for a couple of years yet. XP for 64 bit computers is still in Beta testing, it won't be released until Summer or later.
Until then the 2nd party stuff won't be developed to support it fully. The 64 bit chip does downward support 32 bit stuff so everything still works, just not at 64 bit speed.

That would be with Cool n Quiet active & the CPU idle.
