Is the scheduler not supposed to add new debt to the last ran project?

It seems like when a project reaches a debt of 0 it will not start gaining until the project actually swaps (this is with more than 2 projects and from looking at the debt in the client_state.xml file).

When einstein ran for 24 hours, other projects gained alot of debt except for one which was on zero at the time, which does not really seem fair.
