If no 3 of the results match the limit is either 10 or 20 attempts before it gives up.

This is probably caught up i nthe latest validater problems. For some reason the validater, though on-line, is falling further and further behind!

I just checked the unit and it says

Validate state: Checked, but no consensus yet

So it appears to not have 2 that are the same yet.

A wu is tried validated then got 3 "success"-results, but this particular wu have failed validation with "Checked, but no consensus yet". This means, there isn't a pair of results "similar enough" to validate the wu, and another "result" is generated and sent out. After each new "success"-result is in, the wu is tried validated again.

If after 6 "success"-results the validator still can't find a pair of results "similar enough", the wu error-outs and none gets any credit.
