Just signed in for BOINC, created account (had to strugle through the settings which are difficult when English is not your native tongue) and wanted to download. But when I click on the download link http://setiweb.ssl.berkeley.edu/download.php, all I get is: "can't read ../cache/75/download.php; lastmod 1106503131"

There seems indeed to be a problem at Berkeley.

You can download the Boinc core client also at Boinc.dk.

The actual used version for S@H is v4.13.
